Organizational Background: Wiigwas Elder and Senior Care is a new Not-For-Profit organization. Wiigwas Elders and Seniors Care mission is to be a centre of excellence which delivers inclusive quality and culturally appropriate care to Elders and the citizens of Kenora and surrounding communities. Wiigwas Elders and Seniors Care is a 96-bed Long-Term Care facility in Kenora, Ontario, with a “Heart” to serve our Elders and community members. 

Position Summary: The Human Resources Manager provides human resources leadership and support on Human Resources matters in accordance with Wiigwas Elder and Senior Care’s policies, collective agreements, and legislative requirements. The Human Resources Manager provides direction to the organization in the areas of Employee/Labour Relations, Recruitment, Performance Management, and Employee Engagement.

Duties of this LEAP Job Posting:
  • Supports senior leadership in the development, implementation and review of long-, medium-, and short-term Human Resource plans, ensuring that plans are aligned with the overall strategic direction of the organization
  • Supports senior leadership in organization transformation, implementation of Board supported recruitment strategies and employee engagement programs
  • Provides strategic advice and presents recommendations and solutions regarding workforce planning and scheduling
  • Plans, directs and oversees the Human Resources department, including the hiring and orientation process of new staff to the organization and respective departments
  • Oversees a broad range of employee relations matters and participates in the Joint Occupational Health and Safety Committee and Labour Relations Committees
  • As a member of the management team, contributes to the development of strategies, problem-solves issues and ensures that ongoing managerial activities are aligned with the Organization’s mission, vision, values and Code of Ethics
  • Conducts workplace investigations and recommends/implements corrective action as required.
  • Prepares materials in support of grievances and arbitrations and conducts stage one grievance meetings
  • Prepares for and participates in collective bargaining and advises management to ensure ongoing compliance with collective agreements
  • Seeks out and implements training and development opportunities.
  • Reviews current HRIS and scheduling systems and makes recommendations.
  • Sources grants and funding opportunities to support current and future Programs.
  • Executes and delegates, when applicable, the operational functions of the HR department
  • Positively role-models Wiigwas Elder and Senior Care’s values based on the Seven Grandfather Teachings and Wiigwas’ Code of Ethics
  • Other duties as assigned
Qualifications for this LEAP Job Posting:
  • Certified Human Resources Leader (CHRL) and Certified Human Resources Professional (CHRP) designations are considered assets
  • Minimum of 3 years in an HR advisory position
  • Experience working within a management team is an asset
  • Excellent leadership, organization, critical-thinking, problem-solving, communication, and computer skills
  • Experience with UFCW and ONA Unions is considered an asset.
  • Demonstratable understanding of Employment Standards Act, 2000 and Regulations
  • Knowledge of the Fixing Long-Term Care Act, 2021 is considered an asset.
  • Experience with Conflict Management, Payroll, Scheduling, and Benefit Administration is an asset
  • Ability to interpret relevant legislation and collective agreements; develop policies and procedures; internal standards and guidelines (staffing, compensation, attendance management, respectful workplace policies, etc.)Requirements:
    • Candidates must successfully pass a tuberculosis (TB) screening as part of the hiring process
    • Criminal Record Check with Vulnerable Sector as required by Fixing Long-Term Care Act, 2021
    • Applicants should possess a valid driver’s license and be willing to travel when required
    • Proficiency with relevant computer software and applications (e.g. Excel, Word, PowerPoint, Outlook, Zoom, Microsoft Teams, and scheduling software)
    • Fluent in both written and spoken English
    • Knowledge of First Nations history, language, and culture is an asset
