Working with the Territorial Planning Unit and in partnership with the other Senior Policy Analyst Water and Climate, the Senior Policy Analyst will lead and advise the Territorial Planning Unit in project reviews, environmental assessments, policy and regulatory work in relation to consultation, mining and forestry. The Senior Policy Analyst plans, leads and facilitates consultation processes through Manito Aki Inakonigaawin in protection and enhancement of Treaty and Aboriginal rights. This position provides recommendations and expertise to Treaty #3 leadership and communities in relation to natural resources and development in the Treaty #3 Territory. This position will administer the day to day function of the Territorial Planning Unit.
• Facilitates and leads Treaty 3 First Nations consultation processes in relation to Mining, NWMO, Forestry and Hydro One development. Inform and provide feedback to Treaty #3 communities and leadership in relation to Treaty and Aboriginal rights.
• Working with partner Senior Policy Analyst, develop consultation protocol and decision-making framework centered around Manito Aki Inakonigaawin.
• Leads consultation engagement to inform First Nations of proposed projects or developments and to request information about their interests and/or concerns.
• Provide expertise and advice to Territorial Planning Unit in a leadership role with the Unit.
• Manage Territorial Planning Unit staff related to Natural resources sector, provide policy expertise and support where necessary.
• Responds to issues relating to Treaty 3 First Nations’ economic, social, land, water, or resource management interests.
• Builds and maintains relationships with Treaty 3 First Nations and other Aboriginal organizations in Treaty 3 to stimulate information sharing and encourage future economic opportunities and/or partnerships.
• Coordinates and leads information sharing on behalf of GCT3 with First Nation and other Aboriginal organizations in Treaty 3 in order to consolidate work and avoid duplication of effort.
• Coordinates and leads information sharing sessions with Treaty 3 First Nations to explain federal and provincial legislation, ministry policies and procedures, aboriginal rights and accommodation/consultation obligations, and other topics identified through the Wiitanokiindiwin Policy Working table.
• Identifies opportunities to optimize and improve the consultation process between Treaty 3 First Nations, forestry, mining, energy, and other sectors, and the various provincial ministries, including MNDM, MNRF, and MTO.
• Prepares briefing notes, presentations and reports on land use or resource issues and develops options to assist GCT3 leadership with decision making.
• Works alongside Grand Council Treaty #3 Environmental Chiefs on Environmental issues in the Treaty #3 Territory.
• Assist in the day-to-day administration of the Territorial Planning Unit.
• Other duties as assigned.
• Post-secondary educations in a discipline related to First Nations studies, public administration, natural resources, political or social sciences, law, or communication
• Experience conducting research and analysis related to land use, resource management, and social or economic development issues.
• Preference may be given to applicants with significant experience working with First Nations communities and facilitating First Nations consultants.
• Preference may be given to applicants with demonstrated experience in facilitation, mediation, negotiation, and conflict resolution.
• Must possess or obtain a valid Ontario drivers license (Equivalent to Class G)
• Excellent written and verbal communication skills that take into consideration the complexity of information and intended audience.
• Ability to establish and maintain effective, respectful working relationships with GCT3 staff, Treaty #3 First Nations, federal or provincial ministerial staff, and the general public.
• Ability to work independently and manage workloads, set priorities, meet deadlines, work under pressure, and adjust to constant change.
• Ability to manage team workloads and demonstrate teamwork and collaborative decision making.
